OPINION

AMUNDSON, Judge.

Appellants challenge the use of tax-increment financing to fund a redevelopment project. After a court trial, the district court dismissed appellants’ complaint and awarded respondents attorney fees. On appeal, appellants allege that the project is defective because (a) the primary beneficiary of the project is a private interest; (b) respondents failed to make adequate efforts to inspect the properties deemed substandard; .(c) the record does not support the determinations that the properties in the area were structurally substandard; and (d) the alleged structurally…
