After discovering a hazardous substance in groundwater under its land, the plaintiff, Westfarm Associates L.P. (“Westfarm”), brought this action against the defendant, the International Fabricare Institute (“IFI”). Subsequently, both Westfarm and IFI asserted claims against the Washington Suburban Sanitary Commission (“WSSC”). At two hearings held in open Court, this Court entertained argument from all three parties on a variety of pending motions.
