ODOM, Justice.

The Democratic Executive Committee for the City of Alexandria called a primary election to be held on Tuesday, April 6, 1937, for the purpose of nominating candidates for city offices, including that of Mayor, to be elected at a general election on June 8, 1937. John W. Ward, relator here, qualified as a candidate for the office of Mayor before the Democratic Executive Committee for the City of Alexandria and submitted to the chairman of that committee a list of qualified electors to be used by the committee in the selection of commissioners and watchers to hold the said primary…
