The civil antitrust action before us has its origins in the development, or more aptly, nondevelopment of a portion of the City of Milwaukee’s beautiful lakeshore skyline. Plaintiffs were developers of a major office building complex, known as Juneau Square, located on prime lakefront property in that city’s central business district (CBD).
