MEMORANDUM OPINION

TURK, Chief Judge.

This case is before the court on cross-motions for summary judgment. Plaintiffs are hospitals and other health care facilities licensed by the Commonwealth of Virginia and certified by the Social Security Act as “providers” of health care services. As certified “providers” they qualify for reimbursement for the “reasonable cost” 1 of services provided to Medicare beneficiaries. 42 U.S.C. § 1395x(u).
