A. INTRODUCTION

Before us is another proceeding involving the most prolific protagonist of contests raising thought-provoking issues of interpretation of consumer-law in this court, MID-PENN CONSUMER DISCOUNT COMPANY (hereinafter “Mid-Penn”).2 As in In re Nichols, Nos. 89-1445 and 89-1474 (3d Cir.
