The Pennsylvania Industries for the Blind and Handicapped, on behalf of its member organization, North Central Sight Services (collectively referred to as Petitioners), appeal a decision by the Department of General Services (DGS) through its Deputy Secretary for Procurement, which granted in part and denied in part a protest filed pursuant to the Commonwealth Procurement Code, 62 Pa.C.S. §§ 101-4509 (1998) (Procurement Code).
