This is an appeal from an order of the Commonwealth Court sustaining the demurrer of appellee, DEK/Electro, Inc. (“DEK”), and dismissing the Petition for Review of appellant, Pennsylvania Industries for the Blind and Handicapped (“PIBH”). Pennsylvania Industries for the Blind and Handicapped v.
