The issue certified to this court is whether Civ. R. 6(E) is applicable to an appeal taken from the Unemployment Compensation Board of Review to the Court of Common Pleas pursuant to R.C. 4141.28(0). If applicable, an appealing party is entitled to three additional days in which to file a notice of appeal. Before reaching this question, however, we must first consider a threshold issue, i.e., whether the date upon which the board mailed its decision denying a “further appeal” was adequately established in the record.
