The employer, Wings West Airlines (Wings West), and its workers’ compensation carrier, Transport Insurance Company (col lectively employer), timely seek review of an order of the Workers’ Compensation Appeals Board (Board) after reconsideration, finding that since the sister of the deceased employee had not qualified as a partial dependent (Lab.
