Plaintiff Kashawna Holmes worked for the University of the District of Columbia in what municipal regulations call a “sponsored program appointment.” See D.C, Mun. Regs. tit. 8-B, § 1700.1. The University declined to renew her appointment while she was on job-protected medical leave for complications arising from her high-risk pregnancy.
