The Alabama Department of Mental Health and Mental Retardation System currently operates under a consent decree entered by this court on September 22, 1986. In the 1986 decree, the defendants — who consist of various state officials — agreed to reinforce their efforts to bring conditions at state mental health and mental retardation facilities into compliance with minimum standards established by the court in 1972.
