On May 1, 1997, Robin M. Wilson-Jones and thirty-six other current and former employees of the Ohio Civil Rights Commission (“commission”) filed a complaint in the Franklin County Court of Common Pleas against Rev. Theophilus Caviness, chairman of the commission, and various other individually named directors and members of the commission (hereinafter collectively referred to as “commission defendants”).
