*366This action is before this Court upon consolidated appeals filed by Jeremiah Goodwin ("Goodwin"), the plaintiff below, from two orders entered in the Circuit Court of Jefferson County which dismissed Goodwin's complaint for malicious prosecution and intentional infliction of emotional distress. The first order, entered on September 8, 2017, granted the motion to dismiss filed by defendant City of Shepherdstown ("Shepherdstown").1 The second order, entered on February 28, 2018, granted the motion for judgment on the pleadings filed by Shepherd University ("University").
