WOLFE, Justice.

Ogden City appeals from a decree quieting plaintiff’s title to certain property located within the City.

The property involved was purportedly sold for the 1987 general taxes thereon. The plaintiff purchased the “tax title.” He also acquired a quitclaim deed from the former owner who had failed to pay the taxes. In May, 1944, he brought this action to quiet his title to the property against Ogden City which claims liens on the same for certain special improvement taxes the details of which will be given hereinafter.
