Robert MacDonald 2 brought this suit under 42 U.S.C. § 1983, both individually and in his capacity as a member of the Million Marijuana March Organization, challenging the constitutionality of New York City’s principal parade permit regulation, § 10-110 of the New York City Administrative Code. See New York, N.Y., Admin. Code, tit. 10, ch. 1, § 10-110 (1999).
