I. INTRODUCTION

On September 22, 2000, Raytheon Aircraft Company (Raytheon) filed suit, pursuant to the Freedom of Information Act (FOIA), 5 U.S.C. Section 552 et seq., against the United States Army Corps of Engineers (the Corps). Doc. 1. Raytheon seeks the production of two identified reports as well as the underlying documents used to create the reports.
