This original petition for a writ of mandate was instituted to compel the respondent Harry B. Riley, as Controller of the State of California, to draw certain warrants in favor of petitioners who are members of the California Commission on Interstate Cooperation, created by Statutes of 1939, chapter 376, page 1710. (See Pol. Code, secs. 332-332.6.) They seek reimbursement for sums expended by them in carrying out the duties of the commission.
