Before the Court are cross motions for summary judgment. Defendants Occidental Life Insurance Company of North Carolina (“Occidental”) and Philadelphia American Life Insurance Company (“Philadelphia American”) have filed a motion for partial summary judgment as to Plain tiffs’ individual claims 1 related to “actual charges.” Doc.
