Plaintiff Arnel proposed to construct a 50-acre development consisting of 127 single-family residences and 539 apartment *514units.1 Objecting to this proposal, a neighborhood association circulated an initiative rezoning the Arnel property and two adjoining properties (68 acres in all) to single family residential use.
