The Circuit Court of Multnomah County, at the request of School District No. 1, granted a writ of prohibition directed to the Commissioner of Labor and the Attorney General of Oregon. The writ limited the scope of an administrative hearing before the Commissioner in which the Attorney General is prosecuting alleged discriminatory employment practices by the District. The Court of Appeals affirmed the circuit court, 7 Or App 396, 490 P2d 1265 (1971), and this court granted review.
