MEMORANDUM OPINION
COOPER, District Judge.
This matter comes before the Court on defendant’s motion for leave to file a second amended answer. For the reasons stated, the motion is granted.
BACKGROUND
The background facts have been set forth in this Court’s May 13, 1999 Memorandum Opinion and in the interest of brevity are incorporated by reference herein.
