Plaintiff Cardinal Health, Inc. (“Cardinal”) brings this action under the Administrative Procedure Act (“APA”), 5 U.S.C. §§ 551-706 (2006), challenging an Order to Show Cause and Immediate Suspension of Registration issued by the Drug Enforcement Administration (“DEA”) on February 2, 2012, with respect to Cardinal’s drug distribution facility in Lakeland, Florida.
