Petitioners appeal from the trial court’s dismissal of their petition for a writ of review challenging a decision by the Board of County Commissioners of Hood River County (county) to enter into a land exchange agreement with respondent Mt. Hood Meadows Oregon, Ltd. (Mt. Hood Meadows).
