Plaintiff, Master Sergeant David Scott (Scott), a member of the Department of State Police (the Department), appeals from the order of the circuit court denying Scott’s petition for administrative review of the decision of the Illinois State Police Merit Board (the Board) which dismissed Scott’s petition for review of his three-day disciplinary suspension.
