The Illinois Liquor Control Commission (hereinafter Commission) and William Schauerte, Joyce Schauerte, and Schauerte, Inc. (hereinafter defendants) appeal from the October 21, 1991, order of the circuit court of Randolph County, which reversed the November 21, 1989, order of the Illinois Liquor Control Commission.
