MEMORANDUM OPINION AND ORDER

In this in rem forfeiture action, the United States seeks to forfeit real properties, partnership interests, and accounts owned by or under the control of claimants 650 Fifth Avenue Company, the Alavi Foundation (the “Foundation”), Assa Corp., and Assa Ltd. (together, with Assa Corp., the “Assa Claimants”).
