OPINION

HAWKINS, Circuit Judge:

Bernard J. Lambert appeals the sentence imposed following his guilty plea to conspiracy to defraud the United States, in violation of 18 U.S.C. § 286, arising from his submission of, and payment for, invoices to the Fort Peck Indian Tribes Education Department (“Education Department”) for educational grant-writing services Lambert never performed.
