Harshbarger, Chief Justice:

We have consolidated these three juvenile cases because they present common issues.

G. E. was a few days shy of eighteen when he had a probation revocation hearing for participating in an interstate automobile theft ring. The judge asked him if he wanted counsel and told him that if he were indigent, the court would appoint an attorney; but he and his father waived this right.
