Plaintiff-Appellant Chelsea Smith (“Chelsea”), by and through her parents, Linda and Deane Smith (“Chelsea’s Parents”), 1 initiated a proceeding before the Bureau of Special Education Appeals (“BSEA”), pursuant to the Individuals with Disabilities Education Act (“IDEA”), 20 U.S.C. § 1400 et seq., against the Fitch-burg Public Schools (“Fitchburg”) seeking home and hospital special education services.
