Plaintiff-appellant Jane Doe sued defendant-appellee City of Boston Public Schools (“Boston”) pursuant to the Individuals with Disabilities Education Act (“IDEA”), 20 U.S.C. § 1415, et seq., seeking placement in a private therapeutic day school. After' negotiations, Boston offered Doe the placement she sought. When Doe requested attorneys’ fees, the district court dismissed her complaint on the ground that she was not a “prevailing party” within the meaning of Buckhannon Bd. & Care Home, Inc. v. W. Va.
