This case has been referred to the undersigned for the resolution of discovery disputes pursuant to 28 U.S.C. § 636(b) and Local Rule 301. Plaintiff, Potomac Electric Power Company (“PEPCO”), has sued defendants, Electric Motors Supply, Inc. (“EMS”) and various individuals, pursuant to the Racketeer Influenced and Corrupt Organizations provisions of the Organized Crime Control Act of 1970 (“RICO”) alleging fraudulent billing practices, corrupt influence peddling, and bid rigging in connection with the repair of PEPCO motors.
