Hovnanian Pennsylvania Acquisitions, LLC (Hovnanian) appeals from an order of the Court of Common Pleas of Bucks County affirming a decision of the New-town Township Board of Supervisors (Board) to deny Hovnanian’s application for a conditional use approval of its “elderly housing” project.
