This cause came on to be heard upon the appeal from the Court of Common Pleas of Hamilton County.

Appellant Lincoln Stokes, Sheriff of Hamilton County (“Stokes”), appeals the court of common pleas’s decision affirming certain disciplinary action taken by the State Personnel Board of Review (“board of review”). Lorenzo Sneed (“Sneed”), an employee of the Hamilton County Sheriffs Department, held the position of Corrections Supervisor II.
