This is an appeal by appellant, Arlie Colson, from a judgment of the Franklin County Court of Common Pleas affirming a decision of the State Personnel Board of Review dismissing his appeal from an alleged reduction in position. Appellant Colson raises four assignments of error in support of his appeal, as follows:
