Before this Court are preliminary objections and a motion to quash filed by the Department of Environmental Resources (DER), the Environmental Quality Board (EQB), and the Independent Regulatory Review Commission (IRRC) (collectively, Agencies), to a Petition for Review in the nature of an appeal filed by the Concerned Citizens of Chestnuthill Township, et at, (Petitioners).
