The Group Insurance Commission (GIC), established pursuant to G. L. c. 32A, is empowered to enter into contracts with insurance carriers for the purpose of providing group life, accident and health insurance coverage for certain classes of active and retired State employees and their dependents. Total premium cost for group insurance coverage is determined by the contracts awarded by the GIC. Legislation restricts the percentage contribution towards total premium costs which may be *200made by the State. Funds are appropriated to the accounts of the GIC to cover the State share of premium costs.…
