This contract case is before us under the Wunderlich Act, 41 U.S.C. §§ 321-22 (1970), for scrutiny of a decision by the Department of Agriculture Board of Contract Appeals (Board). Plaintiff, Discount Company, Inc., appealed its termination for default to the Board, requesting that the termination be considered for the convenience of the Government.1 The Board decided that the default termination was appropriate and Discount subsequently requested a rehearing, which was denied with an opinion.
