Today, this Court, for the second time, has before it the State of Wyoming’s (“Wyoming’s”) challenge to the adoption of the Roadless Area Conservation Final Rule (the “2001 Roadless Rule”), 66 Fed.Reg. 3244-3272 (Jan. 12, 2001), promulgated by the United States Department of Agriculture (“USDA”) and the United States Forest Service (jointly referred to as the “Forest Service”).
