The petitioner, Moore Center Services, Inc. (MCS), appeals the decision of the New Hampshire Department of Health and Human Services Administrative Appeals Unit (department) finding the respondent, William S. (William), eligible for services for the developmentally disabled under RSA chapter 171-A and New Hampshire Administrative Rules, He-M 503 (Rule 503). We affirm.

In February 2001, William was found to be incapacitated by the Rockingham County Probate Court and a public guardian was appointed for him. Pursuant to RSA 171-A:6 (2002), William’s court-appointed guardian filed an application…
