MEMORANDUM

CALDWELL, District Judge.

I. Introduction.

Defendants, Harristown Development Corporation (Corporation) and William Keisling, have filed a motion for summary judgment. Plaintiff, John 0. Vartan, filed this lawsuit against the moving defendants as well as the City of Harrisburg, the Harrisburg Redevelopment Authority (HRA), HRA’s chairman, Bernard Hammer, and Harrisburg’s mayor, Stephen R.
