Defendants are, respectively, a municipal corporation organized and existing under and by virtue of the People’s Utility District Law (sections 114-201 through 114-269, O. C. L. A.) and its board of directors. The defendant directors have adopted an ordinance undertaking to authorize the issuance and sale of $200,000 in revenue bonds of the district, without first having secured the approval of the qualified voters thereof. Plaintiff, a taxpayer and qualified voter of the district, brought this suit, claiming that such ordinance is illegal and invalid, and praying for a declaratory judgment…
