Eagle Cove Camp & Conference Center, Inc. (“Eagle Cove”) appeals from the district court’s entry of summary judgment in favor of the Town of Woodboro, (“Wood-boro”) Oneida County and the' Oneida County Board of Adjusters (collectively “the County”).
