INTRODUCTION

{1 In this case, Douglas Stewart Carter asks us to review two district court rulings against him. The first is the district court's denial of his rule 60(b) motion seeking to overturn a judgment denying him post-conviction relief,. The second is the court's dismissal of one of Mr. Carter's successive post-conviction petitions for lack of subject matter jurisdiction. We affirm the district court's denial of Mr. Carter's rule 60(b) motion, but reverse its dismissal of Mr. Carter's post-conviction petition.
