Givelify, LLC, Tayo Ademuyiwa, the Chief Executive Officer of Givelify, and Walle Mafolasire, the owner and a co-founder of Givelify (collectively, Petitioner), petition for review from the February 14, 2018 order of the Pennsylvania Department of Banking and Securities Commission (Commission), which adopted the proposed report of a hearing officer concluding that Petitioner, without the proper licensure, engaged in the business of "transmitting money" in violation of the act commonly known as Pennsylvania Money Transmitter Act (MTA). 1 Upon review, we…
