SOLOMON, Chief Judge:

Norman Svendsen, a Government employee, was involved in a collision while operating his automobile during the course of his employment. Svendsen was covered under an automobile liability insurance policy issued by defendant, State Farm Mutual Automobile Insurance Company (State Farm). As a result of the collision, two actions were brought against the Government by the injured parties under the Federal Tort Claims Act, 28 U.S.C.A. § 2674.
