The procedural background of this case is as follows: The state of Connecticut instituted a statutory action in the Court of Common Pleas in the second geographical area to recover the unpaid costs of the care rendered the defendant’s decedent at a state humane institution. The court rendered judgment for the state, from which the defendant appealed to the Appellate Session of the Superior Court. That court found error and directed judgment for the defendant.
