Toandos Peninsula Association and Lester Lambert, 1 plaintiffs below, challenge the issuance of building permits by Jefferson County for the construction of various facilities incident to a private commercial overnight campground on 252 acres adjoining Hood Canal. 2 The Superior Court determined that the issuance of the permits was not arbitrary and capricious and was based on a full consideration of the facts necessary for a proper decision.
