These two appeals are from money decrees in favor of plaintiff, one against the New York Central Railroad Company, for wrongs alleged to have been committed by it, and the other against James C. Davis, agent, for wrongs alleged to have been committed by the railroad administration, while the New York Central Railroad Company and the Pennsylvania Railroad Company were both being operated by the government, under the management of his predecessor, as government agent.
