BOWNES, Circuit Judge.

David Ferranti is an inmate at the Rhode Island Adult Correctional Institution. In late 1978 and early 1979, he filed two pro se complaints under 42 U.S.C. § 1983, complaining of various alleged instances of mistreatment at the hands of prison officials and seeking both injunctive relief and damages. Named as defendants were certain administrative and medical personnel at the prison. On May 7, 1979, prior to any hearing, the district court dismissed both complaints without prejudice for failure to state a claim under section 1983, from which decision Ferranti now…
